When I'm hovering my mouse over the upper panel, the menu bar for the current window appears, but when I move the mouse away it disappears and is replaced by the window's title bar. Is there a way to force the menu bar to remain permanently so I can simply glance up to see what the options are without having to move the mouse?

If you are referring to the global menu I don't think so . Others have asked before so you may want to search for other threads. Not all applications have the same menu options and I think this is one reason the menu is not displayed at all times.

Believe it or not, there is. Someone finally managed to do it in a really awesome way. See this link
