Is there an easy way in Ubuntu to set a fullscreen, working Google Chrome (Firefox also acceptable) window as the Desktop Background?

It should be interactive, but it should never be allowed to be on top of other windows.

I use xfce, so it should also be behind any xfce panels.
I don't care for desktop icons, it's OK to lose those.

Basically tired of applet architectures changing every release (Gnome 2 widgets can't be used in Gnome 3, xfapplet-plugin is gone, etc.) so I'm set on writing myself a platform independent applet architecture built on HTML5. As long as I can run a web browser as the background, this shouldn't change.

Thanks
