I just tried installing ubuntu on my new computer, using the wubi installer.
It says starting ubuntu for the first time, or something similar.

then i get to this screen http://www.tuxtree.com/wp-content/uploads/2012/05/image31.png

not the full screen in this screenshot, but it was the only i could find.

I can move my mouse around, but i cannot click anything and it's totally unresponsive and it just hangs there

I am sorry i have been away on vacation so i have not been able to reply.

I have a nVidia GTX 680 graphic card,
i am using windows 7 ultimate 64 bit
I have now also tried installing from a usb flash drive
and i get the same result, with the hanging. If i wait 10 minutes or so it goes away, and the normal login screen comes and it becomes normal, but waiting 10 minutes after each boot is ofcourse not very awesome.

If i can provide any form of logs, or anything just tell me how to, and i'll do that

You need to look in the logs and see what the hold up is, as their are too many variables.

Go to the "Log Viewer" program and see if you find anything out of the ordinary around boot time

I think it's beyond my ability to comprehend a log file from ubuntu just yet.

But i have a link for it here:
https://www.dropbox.com/s/pxgxwf2ka0mdusz/log.txt

around 05:30 is when i enter the system, before that time, it's hanging

Quick look thru as I do not know details, but look for errors warnings, long times or some specific info.

You seem to have a lot of USB ports and a hub that takes a bit to enumerate.
It mentions Optimus which is a dual video that nVidia does not really supported in Linux. Best just to choose one or the other.

Seemed to have a audio driver and slow loading Ethernet. Not sure if those are real issues or not.

Ok, so i simply just tried removing all usb attached things and restart, and the the freeze doesn't happen, if it's a specefic peripheral or the ports, i dont know, but there are the usb_set_interface_failed error in the log.
is it it a usb driver problem perhaps?
