Can anyone please tell me which ubuntu version is stable for development work?

Ubuntu LTS 12.04 is a great development platform.

I suggest the latest release which is 12.04. You will find that it has all the latest libs and updater also checks for the new libs and changes so you always get the new version of them.

Avoid older release then 12.04 because they are now running closer to their end of lifecycle.

I recommend using 12.04

Not because it is stable. (it isn't); But it is stable enough, and it will be stable and it is supported for a long time.

12.04 is quite new, and it is based on quite new packages from debian. Debian wouldn't call those packages stable yet...

I personally can say that I have tried Ubuntu 10.x on up to 12.x. So far 12 is the most stable, but as for deployment, I would say its not just yet in my opinion.

If so, then it's recommended that you wait for 12.04.1. Most of the post-release bugs are fixed by then.

I have seen 12.10 out now. Just that its in ALPHA still. Youtube shows all kinds of people using it though. But I have not upgraded to it yet only because I been trying all the kernels with 12.04 and so far my only error I am getting is my graphics card driver.
