can anybody give me a step by step on how to install gimp 2.8 on ubuntu 10.10 i tried alot of stuff that i googled but it keeps installing gimp 2.7.2 and 2.7.3

First I would recommend that you do a fresh install of 12.04.

10.10 is out of support, so you will not receive any security bug fixes.

+1 to morgaes.
In any case GImp 2.8 is actually built from the 2.7 development branch, so the last 2.7 version is probably similar to 2.8.
And if you are staying behind to keep Gnome 2, the "Gnome Classic" in 12.04 is almost exactly the same with a few tweaks, and there are plenty of sticky threads to help you out, e.g. here: Sticky: [ubuntu] Getting back to Classic Gnome in 11.10. don't like 12.04.

i just want to install gimp 2.8 not 2.7 on Ubuntu 10.10 is it possible? if it is how?????????????????

It is not possible unless you compile it yourself (from gimp.org) because 10.10 is obsolete, unsupported, end-of-life.

+1 What you are trying to do is impossible so, either upgrade and install 2.8 or keep the dead distro with 2.7. You have no other choices.

Are you aware that you can make 12.04 look (more or less) like 10.10?
