here is an idea for synaptic, keeping track of changes and allowing you control by the activity that has already happened, either manualy or automaticly.

But Synaptic does keep track of changes. In fact, it's the only GUI Package Manager I know that does this. But of course, it's just a log of what happened.
Synaptic also has a less-known feature that closely resembles what you are proposing. I made a mini-HOWTO for it before: http://www.ubuntuforums.org/showthread.php?t=141409. It's not exactly what you want, but it's close. :D

No I was fully expecting it to have loggin of one kind of another. I just wanted to see it made easy.

Synaptic uses dpkg underneath.
So the log is really just /var/log/dpkg.log
