desktop effects settings

Hi, I was using KDE few weeks ago and was impressed at how well they intergrate kwin desktop effects option into their system settings. why cant ubuntu provide something similar in their system settings? after ubuntu is using compiz. its a sad thing that they dont provide a formal option to set it. yeah, we could accept if compizconfig break compiz, so...why dont build an alternative manager?
