I've looked around and not found the threads that might explain how to change the UI language from English to something else. If I go to system settings, then the only choices offered are English variants:

System Settings -> My account -> Language

How do I select a different language for Unity besides an English variant?

Complete and utter guess here but do you need to install an appropriate language package from the repos...??
Will it then be added to the options you are seeking in the settings>language>account...?

?
Edit, after a little research....
When you open System Settings>Language Support there is an option at the bottom (of the window that opens) to allow installing/removing of other languages .
Does this not work for you...?

and here is a how-to (for installing japanese so substitute for the language you require.)

That was it. Thanks. I missed the obvious because it was split into the two locations.
