Menu bar in Ubuntu 12.04

I'm using Ubuntu 12.04. Is there anyway to make the menu bar appear inside the window like in Windows OS instead of the top taskbar (or whatever its called).

There are a bunch of tweaks in this link, there are menus addons for the top panel and the left panel.

If you add the gnome-shell, the fall-back is similar to gnome2 and has menus in the top bar as well.
