panic no access also to recovery console

on one of my installs, suddenly I am not able to access anything at all. I am comming to login and neither any of the desktop env installed, nor therecovery console is accessible.
All I can get is the login screen.

Any idea how one can get even to some kong of command line?

is there a way to access the recovery console if all access to account is not possible?
