Toolbar and Unity Bar Gone After Upgrade to 12.04

I upgraded to 12.04. Now when I log into my account the top toolbar and the Unity bar are missing and I can't navigate through open windows if they have been minimized.

I created a new user and everything is fine there, the toolbar and Unity bar are visible.

How do I get them back in my main account?
