Legal Notice Display at Start up

Dear Concerned,

Request you to please assist me in knowing how to put Legal display at Stat up as in windows which says "This computer belongs to this Company".

I my experience with linux/Ubuntu is zero & from now i have to deal with Linux network as per company requirement.

it's called pymouth splash screen. you can change to load a different picture. this is more of a theming quesiton....
