I have a fresh install of lubuntu 11.10.
I'd like to have my system suspend or hibernate after a period of inactivity.
Is there a way to set this up?

Yes. Menu->Preferences->Screensaver. Once there go to Advanced and enable Power Management. Configure according to your desires.

on my lubuntu those settings are under xfce's "power manager"

The panel to request suspend and hibernate is hidden in the Screensaver preferences under the Advanced tab where one can choose to enable power management.
