That's weird. I'm pretty sure I had 2.7.5 a month ago. Do the nightly builds not count as a release or something?

It's a beta release, the thread title should reflect that. This means it's not available for Windows. (Windows version doesn't update for betas. Only full versions.)

I had 2.7.5 in Linux and Windows a month ago. I actually found someone who created a Windows installer for it. In fact, Here is where I found it (http://www.partha.com/). Also, if you look at the PPA for Ubuntu (https://launchpad.net/~matthaeus123/+archive/mrw-gimp-svn), it says he updated it on March 1st. So I guess it wasn't quite a month ago.
