package descriptions

I notice that the package descriptions that used to be in the various "Packages.bz2" files are no longer (for later releases) in those files. Anyone know what files now have the descriptions of packages?

This is the Packages.bz2 files from the Ubuntu archive site (accessed via rsync, but available via HTTP which is the usual way for apt-get to access this data). I'm trying to populate a search tool that lets me more easily search for packages I need from the command line, including which Ubuntu versions have it (ordinary tools require GUI, and only do the hosted version, and are awkward to use).
