Help identify British tv series

Series is more or less from the late 70's or early 80's.
It has real actors, not animation.
Set somewhere in the 1600's-1800's.
Hero fights the government ala Robin Hood.
Hero rides a black horse and has pumpkin head disguise.
Hero is a cobbler/shoemaker or blacksmith and has a secret passage in his workshop.

Any ideas?

When I saw mention of the black horse, I thought of "Black Beauty", but that doesn't fit with the other details.

Oh, the French dubbed version was called "Fantôme rebelle" and aired in France in Nov-81.

possible this was also shown in US but made by some other company

shown in US cinemas. In the UK Series 1 was screened as 13 episodes in 1979, the 1st 7 episodes of series two were shown in 1980
