It says here that:
The newest kernels have moved the video mode setting into the kernel. So all the programming of the hardware specific clock rates and registers on the video card happen in the kernel rather than in the X driver when the X server starts. [ http://ubuntuforums.org/showthread.php?t=1613132]

So, can you please tell me which old version of ubuntu [or any other linux ver.] I should get if I don't want the above situation to happen?

I am asking because all I want one which can go online and surf the web as I don't need any software/program/etc for my particular need.

Yes, support for graphics started being integrated in the kernel, as there is now close graphics ties between grub, the kernel and Xorg...

BUT-- There is also overrides and bypasses in place.

Answer to your question is Ubuntu 9.04. But if you want to discuss this, I don't think that's what you want. I still overclock nVidia and ATI GPU's with Precise 12.04, as I have with all the versions previous since Ubuntu 8.04...

EDIT-- So tell me what you want to do.
