So my friend tried to install Xubuntu using wubi, but when the process was complete, he tried to boot into Xubuntu for the first time but all he got was a black screen with a blinking cursor on it. Didn't see it first hand but he called me and told me about it.

He has a:
Nvidia GeForce GTX 570 graphics card
Asrock p67 Extreme4 Gen3 Motherboard

Don't use Wubi. Just do a normal installation of Ubuntu from a Flash Drive. Download ubuntu from the ubuntu web site ubuntu.com click the downloads page, and select option #2. And use this walk-through after you boot from your installation Ubuntu USB Flash Drive:

using a burned Ubuntu disk apparently gave him the same troubles when he tried to load up the livecd desktop.

Try using nomodeset on first boot and then install the additional drivers.
