So can a motherboard SATA 3.0 Gb/s specs use a hard drive with 6.0. Gb/s specs or does it have to be 3.0 Gb/s

To the best of my knowledge, yes, the SATA device at 6 will be backwards compatible with the 3 port.

sata I, II and III Mobo can work with sata I, II and III hard drive. and the other way around.

No. You can install 3.0 Gb/s HDD on a 6.0. Gb/s Sata port or you can install 6.0. Gb/s HDD on a 3.0 Gb/s Sata port.

You can run any speed HDD on any speed Sata port. Don't worry about it.

The 6 Gb/s speed standard by definition needs to be backwards compatible with the 3.0Gb/s speeds. As well, the motherboards that are to the 6Gb/s SATA standard must be backwards compatible with the 3 and 1 Gb/s drives.
