how to create my blog's indicator in python??

I am new in python.i want to create an indicator in python. i want whenever i post anything in my blog, the indicator shows it or some kind of notification.This is just an idea.but i don't know how to do it...i have heard about quickly...i know i will get to learn a lot of things while writing this app..please guys suggest me some idea how to start it!!!

it can be done from the browser itself, its HTML/CSS/JS.
