Can't update or install new package

I am using Oneiric Ocelot, I want to use photoshop here. So googling gave me idea to install wine1.2 using instruction on http://www.winehq.org/download/ubuntu . When I press the install button Ubuntu Software center, it shows on a dialogue box:

Most of the time I find the same problem. We use Proxy for connecting to Internet, I used the tab 'Network proxy' on 'Network' to set the proxy. And applied the same on the full system. I can access Internet, thats evident from this thread; posting this from same machine. please help!
