rotate my tool bars

So I have two toolbars and at I use to be able to drag them around the screen but with the recent upgrade they are stuck on the top and bottom.

Since I usually keep them on the left and right is there anyway I can fix that ?

If you're in Classic Gnome, hold Alt when you right-click them to get to the Panel Properties menu.
