what will be the noticeable differences between breezy and dapper for those of us who use window managers like openbox, fluxbox, etc.?

Cant say specifically but you will benefit from anything new and improved in the kernel, plus you will most likely get the newest versions of the other respectivee WM's so any improvements they made will be seen.

Since you will get the new kernel and other critical sys packages your hardware support should improve aswell

Only problem I had with Fluxbox had to do with a few icons I had put on the desktop with idesk (and idesktool). Still haven't figured it out, but a few of them just disappeared, even though their respective links are still there.

Another thing, each and every new one I try to set up, doesn't appear as well.

And that's as far as upgrading from Breezy do Dapper was problematic for me.

I haven't had to tweak anything else, really.
