Windows in background instead of foreground

Ever since I upgraded to using Ubuntu 11.04 when I bring up an application, the window is in the background. Meaning that if I have an application running and its window is open and I open another application, its window stays behind the first window. I can't discover where to find this behaviour so I can change it.

I was having this issue out of nowhere, too. Researching around, it seemed to be connected to the Visual Effects setting under Appearances. Mine had reset from Custom to None (though I was still getting Visual Effects). I changed it to Extra, and the problem went away. HTH. Best of luck.
