If l attempt to make a Persistent usb , will l be able to just put in in ,while booted into windows and have a linux version there and then ? Thanks for any answers

no, if you want that environment use a virtual machine.
You can run linux in a window using qemu ( i have a DSL on a 128 USB key) for that purpose.
A perisistent USB you boot to and enables you to save the changes
