Add applications to all users in unity

Hi

i'm trying to add applications to all users in unity, but without success.
all the things that i change just work in my account, but i need to be default settings for all users.

Are you referring to permissions or applications because installed programs should be available for all users unless there is a need administrator permissions .
Themes and icons need to be placed in File System / usr / share / themes or icons otherwise they will only be available in your account .

Sorry i've explain me wrong.

Unity have some icons on the dock (ex: home folder, safari) they are pinned to the dock.

I want to pin like open office writer to all users unity dock.

when i pin open office writer to unity dock it just appear in my user.
