Just for fun I'd like to install a CLI only version of (preferrably) Ubuntu on a separate partition on my laptop. How can I NOT install a desktop environment?

Ubuntu server edition has no gui it is cli only also i think the minimal install cd has no gui because it downloads packages at install time not sure about the minimal one though as i have never used it

You can do it with the Ubuntu mini.iso.

Use the minimal install CD from https://help.ubuntu.com/community/Installation/MinimalCD
Use a CD or USB in the usual way to boot to that, and you will get a choice of what you want to add, which could be just enough for a cli, or any of the available DEs, eg ubuntu-desktop, kubuntu-desktop, Xubuntu-desktop etc etc, or just add your own choice of window-manager, eg openbox, plus xorg and whatever applications you want.
