Upgrade from 11.04 to 11.10 via alternate installation CD.
I did this as the network upgrade although estimating 40 mins
initially ended up after 4 hours estimating something like 10 hours.
I am on 3mb ADSL which normally works fine. The CD downloaded in 40 minutes,
but when I click so as to not get updates from the network (message accompanied with this says network will not be used, or something like that), off it goes and starts downloading stuff from the network for an
hour or two.

You may gather I don't much like options that don't work as advertised.
Is anyone doing end-to-end tests ?

I use to upgrade from alternate CD,but as you said it becomes very slow.I will like somebody explain to me why is that a case, because in past there was no speed difference between alternate and live CD.I can not help you with network thing because I use to select to install updates during upgrade.
