There's a very rudimentary "power" section in System Settings, but the options for dim backlight brightness etc. are missing. How do I find the rest of the power management options?

You're looking for 'screen' under system settings

Newly installed lubuntu 11.10 on old laptop, and I had pretty much the same question. But, um, I don't have any menu labelled "system settings" that I can find, so no "screen". I have Preferences>Monitor settings, but that is resolution only. And under Preferences>Desktop Session Settings, on the Advanced tab there are some power management settings, but nothing for the screen.
Where do I find this setting?

Never mind, found answer in another thread. Right click battery icon, preferences.
