Why does 11.04 take so long to install

Since I started installing 11.04 32-bit, I have gone from 15-20 mins for a basic install to almost 6 hours !
I have the 700 mb iso on DVD boot but it seems that the install still requires to download many files.
I do not select the download extra files during install option.
What am I doing wrong ?

My newbie guess is this:
The 11.04 CD is "frozen" in time on the day it was released in April. Even though you have not selected "extra" files, the other basic files may have undergone significant updates between April and October and it may be that is what is taking time?
