Remote Desktop allows view only access

I have enabled remote desktop (vnc) with my Ubuntu 10.10 32bit system. I can remote in with vnc, type the access password and see the desktop. In fact, if the screen saver is active and asks for a password, I can type the screen saver password. The problem is once I get past that and see the actual desktop, it is as if I have view only access.

Why would it let me type in the screen saver password, but then act like a read only situation after that?

I don't even have a read-only password setup.
