Is there a way to download programs using Synaptic, put these programs on a CD/USB, and install them on a computer that does not have access to the internet?

I ask because we have a wireless network that I can connect to on my laptop, yet not on my desktop.

Yep.

you could use synaptic.
just deactivate the internet repositories and activate the local dvd or cd sources.

if you're in the software center you can configure your sources

Yes go to here (https://help.ubuntu.com/community/InstallingSoftware) for general guidelines and go here (https://help.ubuntu.com/community/Synaptic/PackageDownloadScript) for more detail.

Read and understand the first one before trying the second.

Good luck.

I hope your problem has already been solved.. If not, you may visit the blog: http://xperiencegnulinux.blogspot.com/2011/07/manage-ubuntu-without-active-internet.html

Thanks, those articles are incredibly helpful. :) I'll finally be able to get some programs installed on my desktop.
