NetBeans IDE 7.0.1 and 6.9 editor problem ( Unable to print characters ´ and ¨ )

I have recently Installed NetBeans IDE 6.9 in Ubuntu 11.04 and added PHP plugin in it but while coding I found that I am not able to type the characters ´ and ¨ (quote and double quote) when I hit the button twice or thrice the editor inserts some unknown character. So I installed NetBeans IDE 7.0.1 also, but the problem remains the same.

Please let me know as what i can do to get this right.

Try to type twice the characters.

Ex: If you want to print " (Double Quote)

Please type twice the Shift+" Key.

Yes i tried doing that, when i press (Shift+¨key)it inserts this � (symbol/character) in the editor. if I try to print ´ also, it does the same.
