Smooth Scrolling?

I saw this article http://www.phoronix.com/scan.php?page=news_item&px=OTg3Nw talking about a smooth scrolling patch. Is this referring to smooth scrolling like that of OSX or is it something completely different. I tried to read the blog, but it went way over head. Maybe someone with a better understanding of this can explain it for me.

No, Ubuntu still uses Xorg. "Some day" Ubuntu will use Wayland.
