Is there a way to get the latest version of ubuntu without reinstalling?

I think I'm on Natty Narwhal right now (it's installed on an external HDD right now I don't have access to at the moment), can I upgrade to this ocelot one or do I need to upgrade with the iso?

See upgrading from 11.04 . Make backups just in case and disable your PPA's if you have any .

No problem , if you want to upgrade 10.10 open the update manager > settings > release upgrades . set to normal releases and run check for updates and the upgrade option should appear.

I would wait for the final release of 11.10 and do a clean installation in 28 days or so rather than do two upgrades .
