Move unity launcher to other monitor

I would like to move the unity launcher to the secondary monitor when it's plugged in. When it's not plugged in it should of course be on the laptop screen.

Also any new windows should be opening on the secondary monitor.

I can't seem to be able to make this happen. Any clues?
