Hello, I am not ubuntu/linux expert so bear with me

I have 11.04 installation. My account has administrative privileges and I can run sudo. However, I have a problem running administrative tasks through ubuntu desktop (GNOME). For example, when I go to System -> Administration -> Users and Groups, it seems the application starts as expected but when I try to 'Change...' the 'Account type:' the problem happens. I should be presented with window where I specify my password (as it happens on other Ubuntu installations I have worked with). That does not happen; nothing happens... Another side effect is that if run sudo users-admin, the application does not start

I know that I can do user administration from the command prompt but I want to understand what is wrong with the installation.

Thank you for your help in advance.
Cheers,
-Art
