KDE Appearance Settings Have No Effect

After installing the Kubuntu-Plasma-Desktop from the Ubuntu repos, I've been having problems getting everything to work properly. For whatever reason, when I try to change my system theme, the theme I've selected will display as open and changed, yet I won't see any change in my windows. In a nutshell, the appearance settings aren't working properly.

Is this a common bug with the KDE version of Ubuntu?
