I had this message couple of times when I was messing with some system settings. The thing is that I don't know who got the "report" as the only person to report to would be the administrator aka me. I never got a report.

Perhaps /var/mail? I know the apt-listchanges get mailed there. Or perhaps one of the logs in /var/log.

By default, root, but you can change it in sudoers. Of course, you have to run some kind of MTA (like postfix).
