if you talk to someone or many via cameras then yes it is videoconferencing.

It evolved from very expensive propietary technologies but in the 90's with the help of compression it become more mainstream.

the advent of the internet as we know it today remember only stems back to the early 90's with the WWW, though the internet was around since the 60's.

No, it does not mean that. Before the internet, and even now, there are others technologies used to videoconferencing.
