For a standard install you need 2GB. I do not know if you can make a phone card bootable. A netbook install can fit on a 1GB drive.

Are you sure you cannot get a 2GB USB stick where you live?

Edit: seems doable after looking around.

The USB disk creator (or other applications if you create the bootable drive from MacOS or Windows) will erase the drive, so you better back up first. You'll be able to recycle the usb drive again formatting it the way you want and put your files back in place.

I would recommend you get a 2GB or 4GB usb drive just for that. It is always handy to have a live ubuntu somewhere (usb stick or cd if your computer has a cd drive) in case of trouble. It is worth buying a dedicated usb stick if you can afford it. Got a 2GB here the other day for less than 4€, but of course it may be different for you.
