Suppose someone posts an image onto his facebook account that violates the facebook guidelines. Privacy settings are set to the maximum and the owner does not add any friends, so theoretically, no one sees this but the owner himself.

Why are facebook people still able to see the image?

This is not Facebook. I would suggest you contact them.
