Hey guys, I would like to make a seafight game in terminal, is there any tutorial or something that will help me? And how can the game developers make a cpu to be able to "think" and play?

You might use your favourite search engine to search for tutorial on the "ncurses" library, because that's the commonly used library to draw stuff on the terminal that goes beyond simple line-by-line output.

As far as the computer AI does, the topic has enough facets such that you should seriously consider reading a book on that. You should probably have a look at the catalogue of a library you have access to and search for something on game AI. Since "game AI" might not be in the title of the book, try something like google's book search and match your findings with the books you have available in your library.
