is there a way to make the global application menu always visible?

I made a mock up to show you what I mean

That option along with others is available in the global menu ppa for 10.10 , but none of the features from that PPA appear in Unity . It may have been created by someone not connected to the Ubuntu development team .

Does that mean that it shouldn't be too hard to realize this mock up? I really would love to have it this way.

That PPA was made to work with the Gnome panel so I think it would be difficult . That PPA won't work with Classic Gnome on 11.04 either .

I'm sure that I am not the only one who wants it like that, how can I make sure that an Ubuntu developer reads this?

Here are two options , it is my understanding that developers spend little if any time on this site . When they do visit , I have seen Ubuntu Developer displayed under the screen name .
