I just downloaded the lates ubuntu version what do i do now?

Tell us a little bit more, are you using Windows XP / Vista / 7 / MacOS?
What did you download, specifically?

Generally speaking the next step after downloading your Ubuntu *.iso is to burn the iso image it to a CD using a program such as Nero, CdburnerXP, ImgBurn, Infrarecorder...

I am on ubuntu 9.10 and windows xp

i downloaded 11.04 in windows i can t get in blue screen....when i start xp

If you are able to boot into 9.10, access your windows partition using the file manager and copy the *iso file over to ubuntu.

Then use Brasero to burn it to a CD.

If all goes well you now have to decide how you are going to install Ubuntu 11.04, ie upgrade / clean install.

Burn a Live CD or Live USB and test-drive it with no change to your computer for a couple of weeks. That is my recommended next step. :)

Reboot your computer with the CD in the drive. :) Depending on your computer's BIOS you may need to press one of the Fn keys to get it to boot the CD.

The best site I know of to walk you through this is this.

What is next depends on what you need or desire. Herman's site walks you through all the options, just follow his links depending on your need. Some of the questions are, do you need windows fixed? Do you need to upgrade 9.04 or a new install of 11.04? What is backed up and what is in need of saving?

You should have a backup of /home to backup all your documents, pictures, video's, music, etc. You should also have a backup of that stuff from windows. You can boot to the cd you burnt and choose try ubuntu to do some of those things if you have any issue with doing that as you are configured now. You'll have internet access from the cd live as well. Look through herman's site and see what questions you have.

last question i am going to boot it still with windows with wubi...it says: previous installation detected it needs to be uniinstalled to continue,i click remove and then it says: an error occured: file not found

Sorry, didn't know you are a wubi-er. :)

I don't and haven't used wubi, I use partitions with different distro's installed alongside windows. Try this guide/wiki.
