Tomcat 7 Manager Deploy Fail

I'm trying to deploy a xml file using the tomcat manager but when I deploy shows this error:

FAIL - Failed to deploy application at context path /website

I am follow this tutorial about java web programming, http://cse.csusb.edu/turner/java_web_programming/servlets/ ,
and I do everything like is showed in there, but every time that I try to deploy the file xml, I get this error.

I'm using Eclipse and Tomcat 7. If someone could help me, I'll be grateful.
