I have an old desktop computer at home in which the CD drive is not functional. Also my BIOS does not allow me to boot from USB. Is there anyway in which I can run Ubuntu 11.04?

Installing inside windows is not an option too because the partition containing windows is not not working.

How old is computer. Does it meet minimums for Ubuntu?

Probably the easiest would be to remove hard drive and put into another system and install there.

There also is a network install but I have never done that.

Partitioning and booting become the issues that are difficult to overcome without a liveCD or liveUSB. I might install an extra 1GB primary partition with a ISO copy and also set it up as bootable (loopmount) in grub, so you have a second way to boot in an emergency.

Yes, the minima are met. I do not have another computer to plug that hard disk into except my laptop.
