Window List Increase Width and Sub-Divide

I believe this is possible using XFCE (Havnt got around to testing other DE/WM).

Basically i want the window list to be a specific size no matter how many windows are open

And to divide in equal amounts when a new window is open

For example

Window list 400px wide
One window open 400px
Two windows open 200 px each
Three windows open 133 px each

I believe there was an option in which you could change the maximum and minimum size (setting them equal would give the desired effect) But those options were stripped some time ago

Is there anyway to get them back, or is there another applet i could use. I want to use gnome panels So i dont want a second lxpanel.

Ive been searching for a couple of days and havnt found anything. Btw on Maverick
