germinate-output seeds don't match packages on the iso

I am trying to find all the seeds used for building ubuntu-natty-server iso.
It seems iso contains packages from few seeds according to http://people.canonical.com/~ubuntu-archive/germinate-output/ubuntu.natty/ (http://people.canonical.com/%7Eubuntu-archive/germinate-output/ubuntu.natty/) :

eucalyptus-cloud
eucalyptus-cluster

But where is no some packages in the iso. For example package anna included from "installer" seed, but not included in iso.
Why?
