I have been trying all night to no avail to change the Gnome Menu Icon. I'm starting to get mad.

I have tried using Ubuntu Tweak, but that didn't do it. I have also tried using gconf-editor and it wouldn't do it from there either. I restarted the panel each time, and have even tried log off/log on.

The little foot does not match my desktop whatsoever, and I can't seem to find anybody else having this problem from what I've searched in Google.

If you mean the Gnomenu , right click the foot icon and open the settings . Choose a button from the list and select ok to restart the menu. You may also have to do this when changing icon themes . If it doesn't restart try again.
